  1. C Air Force has a Class A for a Maj/Maj MOS ID/Occupation 90024-GSO to commence on 08-FEB-2021 until 08-FEB-2041. Only personnel from the following Component/Sub-Component may apply for this position: Regular Force, Primary Reserve Force, Supplementary Reserve Force.

  3. Secondary requirements of position, as applic:
    • The Plans 9-2 ELAP will have or be:
      (1) Solid knowledge of CAF, VCDS OUTCAN and RCAF administrative and personnel support policies, with particular emphasis on the RCAF Exchange Liaison Attachment Program;
      (2) Working knowledge of DND/CAF financial and administrative management policies, systems and processes;
      (3) Working knowledge of DND/CAF Information Management and Technology policies, procedures and systems;
      (4) Highly skilled in using the MS Office Suite of programs to create and manage databases, to create staff packages for L1 signature and to create briefing decks on job related topics;
      (5) Highly developed analytical ability;
      (6) Highly skilled working as a leader, manager and team member;
      (7) Strong operational background;
      (8) Experience working overseas with the armed forces of other countries on operations or training;
      (9) Strong communication, organization and team skills;
      (11) Be a self-starter with the ability to monitor ongoing activities as well as look well ahead to anticipate issues; and
      (12) Exceptional planning skills.
  4. Basic description of duties: The role of the RCAF ELAP Coord is to lead and manage the RCAF Exchange, Liaison and Attachment Program on behalf of D Air Plans / D Air Plans 9. Specifically, the incumbent is responsible for the following:
    (a) Conduct daily oversight of Exchange Officers (EOs) in Canada as supplied by partner nations;
    (b) Conduct daily oversight of RCAF EOs stationed OUTCAN;
    (c) Engage with VCDS OUTCAN, EO position sponsors, partner nations' international engagement reps, and Cdn Defence Attaché staff for ELAP program execution;
    (d) Engage with above organizations for staffing of National Authority to Deploy (NAD) requests;
    (e) Contribute to ongoing updates to the ELAP framework and governance;
    (f) Create and manage databases and presentations, to include staff packages for L1 signature and briefing decks on job related topics; and
    (g) Fulfil other duties as directed by D Air Plans.

  9. Remarks: A. This employment will include approximately 12 days Class A per month with the possibility of surge to Class B to the authorized maximum within regulations. B.
